Dr. H. S. Shylendra holds a Ph. D in Economics and is a Professor since 2007 in the Social
Science area at Institute of Rural Management Anand (IRMA) of Tribhuvan Sahkari
Univesity. He has been associated as a member of the Centre for Sustainable Livelihood
and Centre for Rural-Urban Dynamics at IRMA at IRMA. His areas of interest include
Development Theories & Practice, Rural Development, Rural Society, Gender, Poverty
Analysis, Rural Livelihoods, Microfinance, Rural Finance, Governance & Development,
Cooperatives and Collectives, Panchayats, Rural Management; Skill Development, Natural
Resources, and Public Policy.
He has nearly 34 years of experience combining research, teaching, training, and academic
administration. He has participated in about 50 research and consulting assignments for
central and state governments, NITI Aayog, 13 th Finance Commission, donor agencies (like
SDC, NORAD, and MFMI), RBI, NABARD and NGOs. Recently, he has been part of
impact/evaluation studies on Women’s Collectives, Skill Development and DDUGKY,
Impact of NRLM, Impact of Narmada Irrigation, and Training impact of NIRD. At policy
level, Dr Shylendra was Chairman of the Standing working group on local institutions of the
Chhattisgarh Planning Commission. He was a member of the Expert Committee of RBI on
Credit Cooperatives (2012), members of Taskforce on Credit Related Issues of Farmers of
Ministry of Agriculture, Government of India (2009); and member of the Working Group of
Insolvency Board of India (2018).
Dr. Shylendra was awarded the Dr. S.R. Sen Prize by Indian Society of Agricultural
Economics for Best Book on Agricultural Economics and Rural Development for his work
`Diversification and Sustainable Rural Livelihood’ in 2012. He was a visiting lecturer at the
PG Course on Developing Countries of the Swiss Federal Institute of Technology, Zurich, in
1999. He has a few books/monographs, and many journal articles and book chapters to his
credit. His recent books include Emerging Women’s Livelihood Collectives in India (2025,
Palgrave Macmillan) and Rural Management (2026, Orient Blackswan).
